📜 User Agreement Highlights

  • Agreement Acceptance:
    By using our services, users agree to comply with the terms and conditions mentioned herein.

  • 💳 Payment Responsibility:
    Users agree to:

    • Make payments as per the terms of the agreement

    • Execute the enclosed agreement

    • Bear all applicable stamp duty and registration charges, if any

    • Make advance payment to confirm the booking

  • ⚖️ Additional Terms:
    Some services may have specific requirements (e.g. age limits or usage conditions). These additional terms will also apply when you use those services.


 

📌 Important Terms of Service

  1. 🗓 Booking Policy:
    Bookings for studio/outdoor locations are made on a first-come, first-served basis.
    👉 No tentative or token bookings will be allowed.

  2. Usage Duration:
    Hiring charges are applicable for 24 hours per booking, regardless of actual usage.

  3. 🛠 Reservation Changes:
    The management reserves the right to change booking dates of studios or locations in the interest of the Corporation.

  4. 🛡 Indemnity Clause:
    Users must indemnify the officers and employees of the Corporation for any loss occurring during the booking period.

  5. 🔥 Loss and Damage Responsibility:
    Any loss suffered during the booking (due to fire or other causes) is the sole responsibility of the user.
    👉 The Corporation is not liable for such losses

  6. 🌍 Foreign Artists Protocol
    If a producer intends to bring foreign artists into the Filmcity complex for shooting:

    • A copy of the artist’s passport must be submitted.

    • Permission from the Ministry of External Affairs, Government of India must be obtained prior to the shoot.

  7. Cancellation Policy
    If a shoot is cancelled with a minimum of 5 days’ written notice:

    • 50% of the advance rental amount paid for the studio/outdoor location will be forfeited.

  8. 📞 Final Confirmation
    Please ensure to contact the studio department for final confirmation of:

    • Registration

    • Studio or Outdoor location booking

 

 

📜 TERMS AND CONDITIONS

  1. 🏗 Booking Basis & Area Usage

    • Booking of outdoor locations/studios is strictly on an “as-is-where-is” basis.

    • All bookings are made on a first-come, first-served basis.

    • Rates are as per Enclosure-II.

    • Studio hiring charges apply only to the internal floor space.

    • Extra space usage requires prior permission and will be charged separately.

  2. 💼 Package & Short-Term Booking Policies
    (A) For One-Year (Package Deal) Bookings

    • Hirer must inform the expected usage.

    • Advance payments include:

      • 🔐 25% Security Deposit

      • 💰 20% of annual rent

      • 🚰 ₹80,000 water connection deposit

      • 🧾 Other ancillary charges

    (B) For Bookings Less Than One Year

    • Hirer must inform the expected usage.

    • Advance payment of:

      • 💰 50% of rental and ancillary charges

    • Balance payment is due upon commencement of the second half of the booking period.
      ➡️ Example: For a 1-month booking:

      • 15 days rental paid upfront

      • Remaining 50% due on the 16th day

  3. 💸 Taxes & Penalties

    • Service Tax and other government levies on film-shooting will be charged separately.

    • These can be inquired about at the time of booking.

    • If payments are not made on time, the Corporation may:

      • 🚫 Stop the shoot

      • 🔐 Evict the crew forcibly

      • 📦 Auction goods stored in the studio to recover dues

      • 🔄 Reassign the studio and set to another hirer

      • No claims from the defaulting hirer will be entertained

  4. 🎫 Permit Card Requirement

    • Once booking formalities are complete, a Permit Card will be issued to the hirer.

    • This card must be:

      • 🔍 Carried at all times

      • 🧾 Presented to officials upon request

  1. Cancellation Charges (Producer-Initiated)
    In case of shoot cancellation by the producer, the following charges apply:

    • 🗓 10+ days advance notice (in writing):
      🔸 10% of total reservation amount

    • 🗓 5–10 days advance notice (in writing):
      🔸 25% of total reservation amount

    • 🗓 Less than 5 days advance notice (in writing):
      🔸 50% of total reservation amount

    🔁 Cancellation Charge Waiver Clause:

    • If the same studio/location is rebooked (either by the same or a different production company) within the cancelled period,
      🔸 Cancellation charges to the original producer will be reduced to 10% for the overlapping period.

    • 🔸 For the remaining days, normal charges as per (i)–(iii) will apply.

  2. Extension of Hiring Period

    • Any request for extending the booking period will be subject to approval at the Corporation’s discretion.

  3. 💳 Payment Methods

    • Accepted payment modes:
      Demand Draft / Pay Order
      Cash
      Online Transfer to Corporation’s bank account

    • Cheques are not accepted, except with written permission from the Managing Director.

  4. 🕐 Duration-Based Charges

    • (i) Standard hiring charges apply for a 24-hour period.

    • (ii) For short-term bookings (8 hours):
      🔸 75% of one-day hiring charges apply.

    • (iii) For shooting at an alternative site (not originally booked):

      • 🕓 Up to 4 hours:
        🔸 50% of one-day charges apply.

      • More than 4 hours:
        🔸 Full-day charges apply.

  5. 🧾 Facility Requisition & Force Majeure

    • After booking, hirers may request requisition slips to avail facilities such as:
      Electricity
      ❄️ Air Conditioning
      🚿 Water Supply
      💄 Make-Up Rooms
      🛒 Departmental Store Property
      🛡 Private Security Guards

    • ⚠️ Note: In case of power failure, mechanical faults, or unforeseen events,
      🔸 No refund or concession in rent or ancillary charges will be provided.

  6. ❄️ Air Conditioning Charges

  • Charges for studio air-conditioning systems will be applied as per the rates fixed by the Corporation’s Electricity Department.

  1. Electricity Charges

  • For long-term bookings of studios or outdoor locations:
    🔸 Electricity will be charged based on actual units consumed or as per Electricity Department’s prescribed rates.

  1. 🛠 Facilities & Amenities Charges

  • All facilities/amenities offered can be availed only upon separate payment of respective charges.

  1. 🏗 Set Erection & Dismantling Charges

  • 🔸 50% of hiring charges apply for the number of days required to erect and dismantle film sets.

  • ⏳ Maximum of 2 days allowed each for erection and dismantling.

  • From the 3rd day onwards, full rental charges will apply per day.

  1. 🎬 Yearly Booking Concession for Hindi/Marathi Serials
    As per Office Order No. कलागारे-2022/स.ुद/93 dated 01.07.2022, the following free concession days apply:

  2. 🎥 Special Rental Concessions

  • (i) 📽 50% concession on studio/outdoor rentals for:
    🔸 Marathi Films
    🔸 Marathi TV Series
    🔸 Music Albums
    🔸 Short Films (up to 1 year)

  • (ii) 📺 25% concession on rentals (up to 1 year) for:
    🔸 Marathi Non-Fiction Programs such as Reality Shows, Game Shows, Dance Shows

  1. 💰 Timely Payment Obligation

  • The hirer must pay all prescribed hiring and ancillary charges on time.

  1. 🔄 Set Transfer Fee

  • A transfer fee of ₹5,00,000 will be charged for transferring the set from one hirer to another.

  1. 🎉 Event Booking Charges

  • If a studio or location is booked for an event,
    🔸 Double the standard rent will be applicable.

  1. 🔃 Shooting Other Projects at Reserved Sites

  • (i) A production may shoot other than the originally booked film/serial at its reserved site if it is from the same production house.

  • (ii) ❌ Concessions mentioned under point 14 will not apply to such alternate projects.

  • (iii) 🚫 Sub-leasing the site to another production is strictly prohibited without written permission from the Corporation.

    • 🔎 If found doing so, the matter will be treated as a serious violation

  • (iv) If a hirer leases the location/studio to another production house without corporation’s permission, it will be treated as a breach of contract.
    🔸 Corporation may take action or charge 1.5x rent as penalty.
    🔸 Final decision lies with the Managing Director of the Corporation.

  • (v) If a hirer wishes to shoot at a site already booked by another, they must:
    🔹 Obtain a Non-Objection Certificate (NOC) from the original hirer.
    🔹 Make a formal reservation through the studio department.
    🔹 Rent will be charged as per prevailing Corporation rules.

  1. 📄 TDS Deduction Compliance

  • If TDS is deducted, a certificate (Rule 31(3), Income Tax Act) must be submitted.

  • ❗ Failure to furnish this certificate will allow the Corporation to recover TDS + penal interest from the defaulter.

  1. 🚐 Use of Facilities & Amenities

  • Hirers may only avail services like water, makeup vans, rooms, etc., from authorized Corporation vendors at fixed rates.

  • If services are unavailable from Corporation:
    🔸 Hirer may hire externally at their own risk and cost.
    🔸 Corporation assumes no liability.
    🔸 Hirer must indemnify the Corporation against any third-party claims or misconduct by external vendors.

  1. 🎭 Shooting Properties & Equipment

  • Bookings of amenities will follow prescribed terms & conditions.

  • 🔸 Use of shooting properties is charged extra.

  • 🔸 Any damage to properties will incur damage charges.

  • 🚫 Properties cannot be taken outside the Filmcity premises.

  1. 🏗 Taraffa (Scaffolding) Arrangements

  • Must be arranged only through contractors enlisted with the Corporation.

  • ❗ Producers are not allowed to use private contractors without prior written permission.

  1. 🛡 Safety Responsibility

  • Once handed over, the entire responsibility for safety of studio/location, individuals, and material lies with the hirer.

  • Hirer must furnish an indemnity bond for any damage caused during occupation.

  1. 👥 Personnel Details Submission

  • The hirer must provide names and other relevant details of all personnel involved in the shoot.

  1. 🎬 Star-Cast Details Submission

  • Hirer must provide a list of star-cast members associated with the film, serial, or program.

  1. 🚫 Entry of Unauthorized Persons

  • Unauthorized or unregistered persons are not allowed inside the premises.

  • If extra crowd is required for confidential shoots, the production office must:
    🔹 Submit a list of names and addresses.
    🔹 Collect entry passes from studio managers in advance.

  1. 📦 Inventory Declaration

  • Hirer must submit an inventory of goods/articles brought into the studio or location at the time of booking.

  • Any additional items brought later must also be reported.

  • ❗ Corporation is not responsible for the safety of these goods/articles.

  1. 🔥 Ban on Inflammable Materials

  • Use of kerosene, diesel, petrol, chemicals, crackers, or explosives is strictly prohibited within or around the premises.

  1. 💥 Fire/Blasting Sequences – Special Permissions Required

  • No fire or blasting sequences are allowed in studio or outdoor areas without written permission from:
    🔹 The Corporation
    🔹 Fire Department
    🔹 BMC
    🔹 Police
    🔹 Explosive Dept., etc.

  • 📜 Only after verifying all clearances, the Corporation may issue permission for outdoor locations.

  • ❗ Unauthorized use of fire/blasting sequences may result in:
    🔸 Termination of booking
    🔸 Forfeiture of booking advance
    🔸 Legal (civil/criminal) action

  1. 💣 Prohibition of Hazardous Materials & Excess Noise

  • Use of inflammable substances (e.g., petrol, diesel, kerosene) requires prior written permission.

  • Activities generating sound beyond permissible limits under relevant laws are not allowed.

  1. Breach of Terms & Termination

  • In the event of any breach of these terms, the Corporation may:
    🔹 Immediately stop shooting
    🔹 Terminate the contract,
    🔹 And exercise other legal rights as applicable.

  1. 👥 Production Representative Details

  • Hirer/Producer must inform the Corporation of the authorized persons who will:
    🔹 Handle day-to-day shooting operations, and
    🔹 Act as the liaison between the production house and the Corporation.

  1. 📦 Return of Hired Goods/Articles

  • It is the hirer’s responsibility to return all goods/articles hired from the Corporation in the original condition.

  • 🔧 Any damage will be charged to the hirer at full cost.

  1. 🚧 Restricted Entry

  • Production crew members are allowed only at their assigned studio/site.

  • Entry to other shooting locations or offices is strictly prohibited.

  1. 🤝 Peace & Cleanliness

  • A peaceful, clean, and cordial atmosphere must be maintained during shooting.

  • ❌ No public nuisance or disturbances will be tolerated.

  • Violations will result in penalties or legal action.

  1. 🧹 Set Dismantling & Clean-Up

  • Hirer must remove all set materials like plaster of Paris, kanthan, etc., after dismantling.

  • If the hirer fails to do so, the Corporation will remove and dispose of it at hirer’s cost.

  1. 📸 Permission to Photograph Sets

  • The Corporation reserves the right to photograph film sets/structures/locations for its official records.

  • Hirers cannot object to this.

  1. Electrical Equipment & Generator Safety

  • All electrical equipment and materials brought into Filmcity:
    🔹 Must be ISI-marked and installed by authorized personnel.
    🔹 Generator vans must be in good working condition and approved by the Deputy Engineer (Electrical).

  • ⚠️ Any damage caused due to defective materials or generator vans will be the full liability of the hirer/producer.

  1. 🔌 Wiring & Electrical Safety Norms

  • No loose wiring with joints is allowed.

  • No storage or erection of structures within 1 meter radius of any electrical installation.

  • ⚠️ Electrical plugs must not be overloaded beyond rated capacity.

  1. 🔌 Electrical Safety at Pack-Up

  • No storage is allowed in electric meter cabins or staircases.

  • Main electrical supply must be switched off after pack-up.

  1. 🚫 No Wiring Under Carpets

  • If carpets are laid on set, temporary electric wiring must not be laid underneath.

  1. 🏗️ Construction Restrictions

  • No temporary or permanent structures/sheds shall be erected without written permission from the Corporation.

  1. ☎️ Communication Installations

  • Installation of telephone lines, TV connections, D.T.H., etc. requires prior approval from the Corporation.

  1. 🦺 Mandatory Safety Gear

  • Wearing safety belts, helmets, and gear is compulsory on sets and in studios.

  • The hirer is solely responsible for any incidents due to non-compliance.

  • ❌ The Corporation will not entertain any claims arising from such incidents.

  1. 🛡️ Insurance Requirement

  • Hirer/Producer must procure adequate insurance at their own cost for:
    🔹 Film sets,
    🔹 Equipment,
    🔹 Artists and crew.

  • If Corporation property is damaged, the Corporation must be named as the insurance beneficiary.

  1. 👮 Liability & Indemnity Clause

  • Hirer/Producer is fully responsible for the safety of crew, artists, and equipment.

  • The Corporation is not liable for any losses or damages.

  • Any claim made against the Corporation must be indemnified by the hirer.

  • Losses will be recovered from the security deposit in addition to other legal remedies.

  1. 🛑 Gate Pass & Clearance

  • Articles/goods/shooting materials may be removed only with valid gate passes.

  • Gate passes will be issued only if inventory is pre-submitted and

  • All dues must be cleared before removal.

  • The Corporation holds a lien on all movable assets of the hirer until payment is received.

  1. 🧳 Material/Equipment Exit Process

  • Hirer/Producer must show receipt for payment and gate pass before removing materials/equipment from Corporation premises.

  • The Corporation does not take responsibility for any loss due to the absence of a gate pass.

  • Hirer agrees to indemnify the Corporation for any such claims.

  1. 🛠️ Studio Safety & Maintenance

  • Hirer/Producer is responsible for maintaining and ensuring the safety of rented studio and equipment.

  • Any alterations inside the studio may require prior permission from the Corporation’s engineers and art director.

  1. 🚪 Vacating the Studio/Location

  • Hirer/Producer must peacefully vacate the studio/location and clear all dues on the expiry of the booking period.

  1. 🚧 Forcible Eviction

  • If the studio is not vacated on time, Corporation may forcibly evict the hirer and remove all goods/articles at the hirer’s cost.

  • The Corporation is not liable for any damage to goods during forced eviction.

  • Eviction costs will be recovered from the Hirer/Producer.

  1. 💰 Failure to Pay Dues & Seizure of Property

  • If dues are unpaid, the Corporation may seize the studio, equipment, and any goods inside, including cameras.

  • The Corporation may auction seized items to recover damage charges.

  • Default charges of ₹50,000/day will apply for failure to vacate on time.

  • The Hirer/Producer is liable for legal complications or financial liabilities arising from delayed vacating.

  1. 🏚️ Idle Studio for 3 Months

  • If a hired studio is idle for 3 months without shooting or payment, the Corporation may forcibly evict the Hirer.

  • The studio can be re-hired to third parties, with no concessional rates applied.

  • If not re-hired, the Corporation may charge additional fees for the idle period.

  1. 🛠️ Damage to Studio/Equipment

  • Hirer/Producer must compensate for any damage to studio or goods hired from the Corporation.

  • Damages will be assessed by Corporation officials or an appointed valuer.

  • Recovery will be made from the security deposit or through the insurance company or legal means.

  1. 🎬 Corporation’s Lien on Film Materials

  • The Corporation has a lien on the film, tapes, discs, etc., shot at its facilities until all dues are cleared.

  • If dues remain unpaid for one month, the Corporation may auction the release/broadcasting rights of the film/tv serial to recover its dues.

  • Legal action may also be taken to recover the dues.

  1. 🚫 Subletting Prohibited

  • Hirer/Producer cannot sublet or transfer the studio/location to another person without permission.

  1. 🚗 Access Roads & Safety

  • Hirer/Producer must ensure unobstructed access roads, internal passages, and exit routes.

  • Exit doors must open outward and not be bolted from inside during working hours.

  1. 🎥 Banner Name Display

  • Hirer/Producer must display the correct banner name under which the shooting is carried out.

  • No shooting is allowed under a banner other than the one booked.

  1. 🚷 Access Restrictions

  • Outsiders not related to the shooting are not allowed inside Filmcity or the studio.

  1. 🎬 Acknowledging Dev Bhoomi Film City Limited

  • Dev Bhoomi Film City Limited must be credited in the titles of films, TV serials, documentaries, web series, and shows.

  • Failure to mention will incur an additional charge of ₹50,000.

  1. 🐾 Animals/Birds for Shooting

  • Hirer/Producer must obtain the necessary permissions for bringing animals or birds onto the set for shooting.

  1. 🎥 Credit to Dev Bhoomi Film City 

  • Hirer must prominently show Dev Bhoomi Film City  in the titles of films, TV serials, documentaries, web series, etc.

  • Failure to do so will lead to legal action and liquidated damages of ₹50,000, which may be recovered from other accounts with the Corporation.

  1. 🙏 Respect for Sentiments

  • Hirer must respect the sentiments of others associated with idols, effigies, paintings, etc. brought for shooting.

  • Hirer agrees to indemnify the Corporation from any claims or damages arising from such sentiments.

  1. 👥 Access for Corporation Officials

  • Two officials from the Corporation are allowed access to the studio, set, and location while shooting is ongoing.

  • At other times, any number of officials can be permitted.

  1. 📦 Demurrage Charges for Stored Goods

  • If goods or baggage are kept on Corporation premises, the Hirer must pay any demurrage charges levied by the Corporation.

  1. Cancellation for Breach of Terms

  • The Corporation can cancel the booking and stop shooting without notice if a breach of terms is committed by the Hirer or any production member.

  1. 🗓️ Cancellation by Corporation

  • The Corporation can cancel the booking for valid reasons with 7 days’ notice.

  • Refund will be issued after deducting dues as per the contract.

  1. 📝 Authority Letter Requirement

  • The person signing the contract must produce an authority letter from the concerned person, hirer, or producer.

  1. 🚨 Immediate Notification of Incidents

  • Hirer must immediately inform the Corporation of any mishap or unusual event occurring on the studio premises.

  1. ⚖️ Arbitration Clause

  • Any disputes arising from the agreement will be referred to arbitration with a single arbitrator nominated by the Managing Director of the Corporation.

  • The decision will be final and binding as per the Arbitration and Conciliation Act, 1996.

  1. 🚫 Prohibited Themes & Content

  • No shooting allowed on themes that are against national or social interest.

  • Indecent sequences or pornography films are prohibited.

  • In case of violation, MD/Jt. MD/Authorized officer can stop the shooting without notice.

  • The hirer will be given an opportunity to present their case before the Corporation takes action.

  1. 📜 Termination for Breach of Terms

  • If the hirer breaches any terms, the Corporation may terminate the agreement with a 24-hour notice.

  • Studio rent balance will not be refunded.

  • This remedy is without prejudice to other legal rights under civil or criminal laws.

  1. 🌱 Protection of Plants and Trees

  • Do not cut or burn plants at the location.

  • Hirer must ensure that no harm is caused to the trees.

  • Prior approval must be taken from BMC if needed, at the production house’s cost. MFSCDC may provide a No Objection Certificate.

  1. 🏞️ Proper Disposal and Nala Protection

  • No debris should be placed in the Nala adjacent to the location.

  • Deviation of the original current of the Nala is not permissible.

  1. 🐍 Respect for Wildlife

  • Staff must show sensitivity towards habitat abuse.

  • Do not cut or burn plants or harm animals (e.g., snakes, lizards, birds).

  • In case of encountering a snake, contact BNHS at 28402946 for assistance.

  1. 🍽️ Use of Eco-friendly Utensils

  • Steel utensils should be used for meals and beverages.

  • Avoid plastic or thermocol cups and plates, as they are hazardous to the environment.

  • Fine will be imposed for violations.

  1. 🗑️ Trash Management

  • Dustbins must be provided at the shooting site to collect trash.

  • Keep the site clean to avoid penalties from the Corporation.

  1. 🗓️ Vacating and Handing Over Locations

  • Production House (A) must vacate and hand over the booked location to MFS&CDC on the last day of shooting/booking.

  • If extension of booking is required:

    • 📅 If the location is available, booking should be done via the portal as per the prevailing system.

    • 📚 If the location is already booked by Production House (B), (A) is solely responsible for any losses incurred by (B). MFS&CDC will not be liable.

  • It is recommended for all production houses to book in advance, with buffer time for unavoidable situations (e.g., weather, artist availability).


 

🌳 Environment and Safety Precautions

  1. 🌍 Shooting Near SGNP

  • Production Houses shooting at Helipad, Khandala & Hathi Gate locations (near SGNP) must take necessary precautions:

    • 🌿 Do not harm surrounding flora & fauna.

    • 🚷 Do not cross forest borders demarcated by the Corporation.

  • In case of breach, Production Houses will be solely responsible for actions taken by the Forest Department or other law-enforcing agencies, including MFS&CDC.


 

🚗 Precautions During Stunt Sequences

  1. ⚠️ Safety During Stunts

  • Precautions must be taken by production houses during dangerous sequences (e.g., car accidents, vehicle falling from a cliff, or suicide sequences).

  • Responsibility for any mishap during such sequences rests fully with the Production House.

By using the services, you agree to abide by the terms and conditions of this agreement and will be responsible for the location/studios.
